IS THE CONSUMER DIRECTED PERSONAL ASSISTANCE PROGRAM ?
The Consumer Directed Personal Assistance Program (CDPAP) is designed to aid individuals with disabilities with everyday tasks as defined by the individual with the disability. This is an alternative homecare program, which empowers and increases control for the individuals with disabilities, as outlined in Chapter 81 of the New York State laws 1995.
WHO CAN USE CDPAP ?
Individuals who are Medicaid eligible can assume responsibility for managing their own personal care needs. This includes persons with a variety of physical or cognitive disabilities, whether temporary or lasting, who may need help with daily living activities. Individuals must be self-directing, meaning that the individual is able to direct his/her own personal care OR have someone else in their lives that will assume the responsibility.
HOW DOES CDPAP WORK ?
Local Departments of Social Services and/or local DOH must inform every Medicaid eligible consumer receiving home care services of the availability of CDPAP. An assessment of the consumer would be completed by a nurse to determine eligibility and whether the individual is self-directing or has a family member, friend, or advocate who will assume the responsibilities.
